"German Chancellor Olaf Scholz on Friday welcomed French President Emmanuel Macron and Polish Prime Minister Donald Tusk to Berlin for a summit of the so-called "Weimar Triangle."

The trio, seeking to repair relations that became strained under Poland's previously nationalist government, primarily discussed military support for Ukraine.

Speaking after Friday's Chancellery meeting, Scholz said, "We will begin acquiring more arms for Ukraine immediately."

Those arms will be purchased on the global arms market, he added.

However, the chancellor added that "we will increase military arms production capacity — also in cooperation with our partners on the ground in Ukraine."

Scholz also noted that a new coalition aimed at providing long-distance artillery rockets will be set up within the so-called Ramstein Format, a 40-plus-member group of allies — both NATO and non-NATO, and from across Europe, North America and Africa.

It was also announced that the EU will be expanding financial as well as training assistance.

Moreover, said Scholz, "We will use windfall profits from Russian assets frozen in Europe to provide financial assistance to Ukraine as well as to purchase further arms."

"The Federal Republic of Germany has been a vital part of the United States' defense strategy in Europe ever since the end of World War II when US forces were part of a 10-year Allied occupation of the country. Though troop numbers have, of course, fallen significantly since those days, the US military still maintains a major presence in Germany, and over the intervening decades, US military communities have formed around a handful of German towns.

The total number of US military personnel has also risen significantly in the past few years, from under 39,000 in 2019 to over 50,000 in 2024.

The only other country where the US keeps a comparable number of overseas troops is Japan. That development also reflects a reversal of a long-term trend: German government figures show that between 2006 and 2018, the number of US troops stationed in Germany more than halved, from 72,400 to 33,250, as the US military responded to an increasingly complex global security situation.

The US has also deployed more troops to Europe since the start of Russia's full-fledged invasion of Ukraine in February 2022, with some soldiers deployed to bases further east to Poland, Romania, and Bulgaria. The US Army currently has around 10,000 troops stationed at its garrison in Poland, and a further 2,600 in its Army Support Activity Black Sea, which includes the Mihail Kogalniceau Air Base, Romania, and the Novo Selo Training Area, Bulgaria. "Nearly 20,000 men have fled Ukraine since the beginning of the war to avoid being drafted, the BBC has discovered.

Some have swum dangerous rivers to leave the country. Others have simply walked out under cover of darkness.

Another 21,113 men attempted to flee but were caught by the Ukrainian authorities, Kyiv confirmed.

After Russia's invasion, most men aged 18-60 were banned from leaving. But data obtained by the BBC reveals dozens have made it out daily.

We have spoken to several men who have escaped in order to join family abroad, study, or simply make a living.

"What am I supposed to do [in Ukraine]?" one man, Yevgeny, said. You can't lump everyone together like they did in the Soviet Union."

The BBC has established - by requesting data of illegal border crossings from neighbouring Romania, Moldova, Poland, Hungary and Slovakia - that 19,740 men illegally crossed into these countries between February 2022 and 31 August 2023..."
