The more digging I do the more creeped I get....my instinct tells me this is a message to DC cash cows....your freedom is disappearing....FSK bridge was toll bridge....but both bridges were associated with national freedom...also there are couple of sites with info on FSK bridge that are hiding info about it and its history, where the article pops up but is covered with a 404 message...
